Grate the peeled potatoes and squeeze out excess water using a clean kitchen towel.
In a bowl, mix grated potatoes, flour, egg, salt, and pepper until combined.
Heat a non-stick pan over medium heat and spread the potato mixture evenly to form a base.
Cook the potato base for 5-7 minutes on one side until golden brown, then flip and cook the other side.
Spread tomato sauce over the cooked potato base and add shredded cheese, diced bell peppers, and corn as toppings.
Cover the pan with a lid and cook for 3-5 minutes until the cheese melts.
Remove from the pan and serve warm.
