Pat dry the salted mackerel fillets and remove any bones. Cut each fillet into 5 equal pieces.

Trim the stems off the shiso leaves. Remove the pits from the pickled plums and finely chop them.

Place an equal amount of chopped plum on the skin side of each mackerel piece, then wrap with a shiso leaf. Repeat to make 15 rolls. Lightly coat both sides with flour.

Heat half of the salad oil (1 tbsp) in a frying pan over medium heat. Place half of the rolls skin-side down without overlapping. Cook until browned, then flip and cook through. Wipe the pan clean with a paper towel and repeat with the remaining rolls.
