Clean the sanma fish by scraping off slime with a knife from tail to head, rinse with water, and pat dry. Cut diagonally into two pieces and season with salt and pepper.

Cut cherry tomatoes in half and slice the garlic thinly.

Place the sanma, cherry tomatoes, and garlic on aluminum foil. Drizzle with olive oil and wrap tightly. Prepare two foil packets.

Place the foil packets in a frying pan and add water to about 2cm height from the pan surface. Cover with a lid, bring to a boil over medium heat, then reduce to low heat and steam for 10 minutes.
