Pat the horse mackerel dry with paper towels and season with salt and soy sauce.

Peel and mince the ginger. Chop the mitsuba into 1cm pieces.

Heat salad oil in a frying pan over medium heat. Place the horse mackerel skin-side down and cook for 3 minutes until browned. Flip, cover, and cook for another 2 minutes until fully cooked.

Add soaked rice, ginger, soy sauce, and sake to the rice cooker. Add water up to the 1-cup mark and mix well. Flatten the rice and place the cooked horse mackerel on top. Cook using the regular rice setting.

Once cooked, remove the horse mackerel, flake the meat, and return it to the rice cooker. Mix gently.
