ÉTAPES
Wash the new potatoes thoroughly and cut them into bite-sized pieces. Soak in water for 5 minutes and drain.
Place the potatoes in a small pot with enough water to cover them. Heat on medium until boiling, then cover and simmer on low for 8 minutes. Add green peas and cook for an additional 2 minutes. Drain and return the ingredients to the pot. Heat on medium while shaking the pot until the potatoes become slightly powdery.
Add butter and soy sauce, stirring to melt the butter and coat the ingredients evenly. Cook until the liquid is absorbed. Turn off the heat and mix in bonito flakes, ensuring they are evenly distributed.
