Heat sesame oil and ginger in a small pan over low heat until fragrant. Add ground pork and cook over medium heat until browned.

Add salt, pepper, and minced onion to the pan. Cook until the onion softens, then add soy sauce, sake, and sugar. Mix well and add the cornstarch slurry. Cook until thickened, then let cool.

In a bowl, mix all dough ingredients until smooth.

Pour dough into muffin cups, filling 1/3 of the way. Add 1/6 of the filling to the center, then cover with more dough until 80% full.

Place muffin cups in a pan lined with 3 layers of parchment paper. Add water to a height of 1.5cm, heat over medium until boiling, then steam over low heat for 7–8 minutes until cooked through.
