Place rice in a large bowl and wash with cold running water until clear (4-5 times).

Heat 2 tablespoons of ghee in a saucepan over medium-high heat. Add 1 tablespoon garam masala, salt, garlic, ginger, and coriander. Cook until fragrant (about 1 minute).

Add rice to the saucepan and stir to coat with spices for 1-2 minutes. Then add 2 1/4 cups water and cook covered on low heat for 12 minutes. Fluff with a fork and set aside.

Mix yogurt with cayenne pepper, garam masala, and salt. Toss with shrimp and set aside.

Preheat the oven to 350°F (175°C). In a Dutch oven, heat 2 tablespoons ghee and cook onions for 4 minutes. Add tomatoes and spices, cooking until it forms a sauce-like consistency (about 8 minutes).

Stir shrimp mixture and herbs into the tomato sauce. Remove half (about 1 heaping cup) mixture and layer the remaining shrimp with rice in the Dutch oven as follows: shrimp mixture, rice, reserved shrimp mixture, rice.

Melt 2 tablespoons ghee and stir with turmeric. Drizzle over rice. Cover and bake for 13-15 minutes until shrimp is cooked through.

Garnish with cilantro, mint, fried onions, and optional ghee drizzle. Serve hot.
