Cut the bell peppers in half lengthwise, remove the stems and seeds, and slice thinly. Place them in a microwave-safe container, cover loosely with plastic wrap, and microwave at 600W for 1 minute. Drain the excess water.
In a bowl, combine the bell peppers, canned tuna, salted kelp, and mayonnaise. Mix well and let it sit for about 5 minutes to allow the flavors to meld.
