Place shiso leaves and filling onto dumpling wrappers. Apply potato starch mixture to edges and fold into half-moon shapes. Repeat for all wrappers.

Heat salad oil in a pan to about 1cm depth. Fry dumplings on medium heat until both sides are golden brown.
