Slice the carrot into 5mm thick rounds. Place the carrot and 1 tbsp of water in a microwave-safe container, cover loosely with plastic wrap, and microwave at 600W for 4 minutes. Drain the water.

While the carrot is still hot, add the dried shirasu and the seasonings (salted butter, salt, and pepper). Mix well until combined.
