- 2 stalks chives, chopped
- 4 tbsp all-purpose flour

- 1 tbsp sesame oil for frying
Dipping Sauce
- 1 tbsp soy sauce
- 🍬 1/2 tbsp sugar
- 1 tbsp vinegar
- 1 tbsp sesame oil
- 1/2 tbsp white sesame seeds
- Pinch of chili powder
