INGREDIENTS

- 🧂 6 teaspoons kosher salt, divided
- 1 teaspoon ground black pepper, divided
- ½ teaspoon ground allspice

- 1 pound ground sirloin

- 1 cup uncooked white rice

- 1 large head cabbage
- 🧅 ½ cup minced onion
- 2 cloves garlic, minced
- 🍋 1 medium lemon, cut into 6 wedges
- 2 teaspoons chopped fresh parsley, or to taste
- 🍅 1 (14 ounce) can petite diced tomatoes, undrained
Liquids
- 💧 ¾ cup water
- 1 tablespoon red wine vinegar
- 🍅 1 (14 ounce) can tomato sauce
- 2 teaspoons oil
STEPS
Bring a large pot of water to boil, stir in 4 teaspoons salt and blanch outer cabbage leaves for 1 minute. Set aside.
Remove the core from the cabbage head, boil for 5 minutes, and peel off 12 large leaves. Reserve inner cabbage for later use.
Heat oil in a saucepan over medium heat. Cook minced onion until translucent (2 minutes), add tomato sauce, diced tomatoes, water, vinegar, 1/2 teaspoon black pepper, 1/2 teaspoon salt. Simmer for 10 minutes.
Preheat oven to 350°F (175°C).
Prepare the filling by mixing ground sirloin, white rice, garlic, reserved minced onion, remaining salt and pepper, and allspice.
Place 3 tablespoons of filling onto softened cabbage leaves, fold sides inward, and roll tightly into rolls.
Pour 1 cup tomato sauce mixture into a baking dish. Add cabbage rolls seam-side down. Top with remaining sauce and cover with foil.
Bake in preheated oven for 1 hour. Serve with lemon wedge and parsley garnish.
