Remove the tendons from the chicken tenderloins. Cover with plastic wrap and gently pound with the heel of your hand to flatten. Season with salt and pepper. Place the chicken vertically, lay 2 shiso leaves on top, and roll tightly from the bottom. Repeat for all 4 pieces.

Heat salad oil in a frying pan over medium heat. Place the chicken rolls seam-side down and cook until browned. Flip, cover with a lid, and steam over low heat for 2–3 minutes until cooked through. Add the seasoning mixture, mix, and coat the chicken rolls while simmering over medium heat for about 2 minutes.
