Soak ribs in a large bowl of water for 1 hour.

Combine Asian pear, onion, garlic, and ginger in a blender or food processor; purée until smooth. Transfer to a mixing bowl and mix in 3/4 cup soy sauce, rice wine, water, brown sugar, 1 tablespoon sesame oil, and pepper to create a sauce.

Drain ribs and dry well. Trim off excess fat. Place ribs in an Instant Pot, add carrots and radishes, and pour the sauce on top. Lock the lid and cook using the Meat function for 35 minutes.

Release pressure naturally for 10 to 40 minutes, then unlock and remove the lid. Transfer meat and vegetables to a plate.

Select the Sauté function on the Instant Pot. Stir in white sugar, remaining soy sauce, and sesame oil. Cook, stirring occasionally, until sugar melts and sauce thickens, about 10 minutes.
