Cook and stir ground beef, onion, garlic, salt, and pepper in hot oil until beef is browned and onion is soft. Stir in tomato paste, Worcestershire sauce, and thyme. Pour in broth and add frozen peas and carrots. Turn off Sauté function.

Place a collapsible metal trivet in the pot, resting above the meat-vegetable mixture. Place potatoes on the trivet. Close and lock the lid. Select high pressure according to manufacturer's instructions and set the timer for 15-20 minutes, depending on the size of the potatoes. Allow 10-15 minutes for pressure to build.

Release pressure using natural-release method for 10 minutes, then quick-release method for the remaining pressure. Open the lid and transfer potatoes to a bowl. Turn off the Instant Pot and carefully remove the hot trivet.

Add half-and-half, butter, and garlic salt to the potatoes in the bowl. Mash until well blended.

Preheat the oven's broiler and set the rack about 6 inches from the heat source.

Pour the meat-vegetable mixture from the Instant Pot into an 8-inch square baking dish. Spread mashed potatoes evenly on top.

Broil in the oven until the top of the mashed potatoes turns golden, about 3 minutes.
