Drain tomatoes, reserving juice for marinade. Set aside diced tomatoes with green chiles.

Combine reserved tomato juice, 1/2 cup cilantro, lime juice and olive oil in a medium bowl. Cover and refrigerate 1/3 cup marinade for rice. Place beef flank steak and remaining marinade in a food-safe plastic bag. Turn steak to coat and marinate in refrigerator for 6 hours or overnight.

In a medium bowl, combine rice, reserved 1/3 cup marinade, diced tomatoes, black beans, and remaining 1/4 cup cilantro. Season with salt and pepper as desired. Set aside.

Cut a slit lengthwise down 1 side of each poblano pepper, leaving the stem and tip intact. Make a small crosswise cut below the stem to form a T-shaped opening. Remove seeds and membranes carefully. Spoon rice mixture evenly into peppers and wrap each tightly in aluminum foil.

Discard marinade from beef. Grill steak over medium heat for 11-16 minutes (or 16-21 minutes on a gas grill) for medium-rare to medium doneness, turning occasionally. Grill peppers for 25-30 minutes until tender and filling is heated through, turning occasionally.

Carve steak across the grain into thin slices. Remove foil from peppers and serve with steak and optional toppings.
