STEPS
Peel the potatoes, slice them thinly, and soak in saltwater.
Mix ground meat with egg, season with salt and pepper, add chopped shiso, and form into small balls.
Pan-fry the meatballs until their surfaces are golden brown.
Lay the thinly sliced potatoes in a heat-resistant dish and arrange the fried meatballs on top.
Pour the milk, cover with aluminum foil, and bake in a preheated oven at 180°C for 30 minutes.
