STEPS
Preheat the oven to 425°F (220°C) and spray a 9x13-inch casserole dish with cooking spray.
Bring a large pot of lightly salted water to a boil and cook elbow macaroni until tender yet firm to the bite, about 8 minutes. Drain.
Slowly melt butter in a large pot over low heat. Stir in evaporated milk and pepper, and cook until heated through.
Whisk eggs in a bowl. Gradually whisk in 1/2 cup of the hot evaporated milk mixture (1 tablespoon at a time) until smooth. Combine the egg mixture with the remaining milk mixture in the pot, whisking constantly until sauce thickens.
Mix cooked macaroni with the sauce and salt. Layer 1/4 of the macaroni mixture in the casserole dish, and top with 1 cup of shredded Cheddar cheese. Repeat layers three more times and sprinkle paprika over the top.
Bake in the preheated oven until bubbling, about 20 minutes.
