STEPS
Preheat the oven to 325°F (165°C). Line a 9-inch square cake pan with parchment paper allowing for overhang on all sides.
Mix flour, sugar, baking powder, salt, and nutmeg in a large bowl until combined. Cut in butter until mixture resembles wet sand. Reserve 1 cup of the mixture for topping.
Add buttermilk, eggs, and vanilla to the remaining mixture. Mix until no dry clumps remain. Fold in strawberries gently.
Pour the batter into the prepared pan and smooth it into an even layer. Sprinkle the reserved 1 cup of crumb mixture evenly over the top.
Bake in the preheated oven for 60 to 65 minutes, until a toothpick comes out with moist crumbs. Cool completely in the pan before serving.
