Cut off the stems of the bell peppers and remove the seeds. Lightly coat the inside with flour.

In a bowl, mix the pork with sake and salt. Add potato starch and shredded cheese, then mix to form the meat filling.

Stuff the meat filling evenly into the prepared bell peppers. Repeat for all 4 peppers.

Heat salad oil in a frying pan over medium heat. Place the stuffed peppers meat-side down and cook until browned. Turn them sideways, add 1 tbsp water, cover, and steam for 7–9 minutes over low heat.

Add the sauce ingredients (sake, ketchup, Worcestershire sauce) to the pan and mix. Simmer until the sauce thickens and coats the peppers.
