Trim the stems off the shiso leaves.

Wrap each mentaiko piece with a shiso leaf and secure with a toothpick. Repeat for all pieces.

Mix tempura flour and water in a bowl to create the batter.

Heat salad oil to 170°C in a pot. Dip the wrapped mentaiko into the batter and fry for 1–1.5 minutes until crispy.

Remove toothpicks, cut into bite-sized pieces, and serve with lemon slices.
